Gameplay options

 

Anyone can play normal survival without the need for politics, states, or law knowledge, although it's better to use all the gameplay options and not just this one.

It's named "Semi-vanilla" because of plugins and custom structures, which you will eventually find on your travels.

You start from scratch and build forward to having completed all the advancements (meaning you have to loot some structures as well). You can complete this gameplay option by completing all the advancements and building a base for your storage needs.

In the Quest Shack building, you can complete quests, which take you from the complete beginning of giving the QuestMaster a stone pickaxe, up to completing all the gameplay options, having full gear, obtaining power and having new knowledge about minecraft altogether.

There are 40 quests in total and 15 planned "bonus" quests.

The server politics is the main way to get real power.
The most basic political position is the Mayor.

Mayor

The Mayor has OP and is the leader of the Server, which politically works similarly as "the main state" and he controls the normal Server territory.

He has the following permissions:

*Access to the Server PFAND (the bank's barrel).

*Can allow people to do various things at spawn, such as building, modifying books, terraforming or managing specific areas.

*Can remove or give back player rights on Server territory, making players "Rightless" or giving them their rights again.

*Can tell people to modify their shops to fit the criteria of the "Shops" book in the Infocentre.

*Can impound shops if their owners refuse to modify them according to the given instructions.
*Can declare Server wars against states.

*Can fight in Server wars and allow other people to fight for the Server.
#Usually, only the Mayor, Server General and Admin Team may fight for the Server during a Server war. Other players may ONLY participate if the Mayor allows them to.

*Can allow states to be created.
#Can refuse to approve a state, including a state whose sole purpose is destroying other states.

*Can declare war on any state for any reason.

*Is responsible for checking that the people living inside states have their main base inside their state's territory.
#There are two ways of fulfilling this condition as a player joining a state:
The state may be created around an already existing base.
Or:
The player may move their main base into the state's territory.
#A "main base" is a base where more than 80% of the player's owned items and wealth are located.
#After the Mayor approves a state, he cannot retroactively cancel that approval simply because he changes his mind.
#The Admin Team is responsible for marking approved state territories on Dynmap.
#More information about states, territory and joining states is inside the Land Fund's books.

*Can give certain permissions and responsibilities to specific people.

*Can manage spawn and order unnecessary buildings at spawn to be removed.
#This does not normally apply to private property outside spawn. Destroying private property outside spawn without another valid reason is still considered griefing and theft.

*Can imprison players if there is a legitimate reason.

*Can partially manage the AT, including giving them orders connected to improving or managing the Server.
#The Mayor cannot use the Admin Team to abuse OP powers.
#Actions that would normally be considered OP abuse may, however, be permitted during a war if the relevant war type, state rules or other written exceptions specifically allow them.

*Can pardon punishments up to Level 3.
#If the Owner agrees, the Mayor may pardon punishments up to Level 5 (Server Enemy)

Creating rules

There are three different processes through which rules may be created.

Rules created by the Mayor
The Mayor may create additional rules and addendums.

For a normal rule created by the Mayor, he needs approval from:
*25% of Congressmen.
*More than 50% of Senators.
These rules are marked "By Mayor".

Any future Mayor may remove a rule marked "By Mayor" without needing the approval of Senators or Congressmen.

If no Congressmen or Senators currently exist, their function may be replaced by the Prime Minister, the Owner or a minimum of five players.

Rules created by Congressmen
Congressmen may also create and suggest rules themselves.
For a rule to be created through Congressmen, at least 50% of Congressmen must agree on the proposal.
For the rule to pass, it then needs:
*The Mayor's approval.
*At least 60% of all Senators.
*At least 10% of all Congressmen.

Official Server rules
If a rule suggested by the Mayor is approved by:
*50% of Congressmen.
*At least 75% of Senators.
*The Owner.
Then it becomes an official Server rule.

Unlike a rule marked "By Mayor", an official Server rule cannot simply be removed by the next Mayor.
It may only be removed or significantly changed through the same approval process.

Mayor's responsibilities


The Mayor should:
*Manage spawn fairly.
*Manage the Server and its citizens fairly
*Manage the Admin Team, including the Owner
*Manage the Prime Minister, Ministers, Senators, Congressmen and political parties fairly
*Fulfill the important promises made during his election speech
*Avoid using his position mainly for his own gain
*Make sure that the political positions under him are functioning properly

Once during every term, the Mayor must verify that every existing state still fulfills the requirements for being a state.
This includes checking:
*That it has an available general information book.
*That it has a Code (rule book)
*That it has a government, elections or overthrow book
*That its territory still meets the conditions approved by the Mayor
*That it does not allow X-Ray, illegal hacks or other actions that cannot be allowed by state rule
*That items obtained through /give (if allowed in the first place) stay inside the state's territory, unless a written exception applies.

Mayor's rules

The Mayor must follow the normal Server rules.

Additionally, The Mayor must not:
*Abuse OP outside situations where its use is specifically permitted
*Give OP to unauthorized players
*Use /kill, /ban or similar commands only to prevent a lawful overthrow
*/give himself items for personal use
*Grief spawn
*Ban players simply because he dislikes them
*Use the AT as a personal army against players

Breaking these rules may cause the Mayor to lose the Owner's protection and can give players a legitimate reason to overthrow him

OP use in wars

The main rule of war is that hacks and OP may not be used unfairly.
This rule applies especially to members of the AT and other people who already have OP.
However, written exceptions may exist.

"OP grief" means any action performed through OP permissions that is intended to:
*Destroy something.
*Damage something.
*Break a normal Server rule.
*Help someone grief, steal, raid or otherwise perform an action that would normally be prohibited.
OP grief has no automatic limits if it has been clearly allowed by the state's written rules, the relevant type of war or another valid written exception.

When a Server War allows the Mayor or another authorized person to use OP (in any way) to defeat a state, using it within that war is not considered OP abuse.

If a book allows only a specific type of OP grief, then only that written exception applies. Everything outside that exception remains prohibited (not including inside a Server war from the Server's side).

Mayoral elections

The Mayor is elected during an announced election date.

The date of the next election is chosen by the current Mayor.

If players disagree with the chosen date, they may request another one. If the Mayor refuses, the players may instead attempt to overthrow him.

Anyone may run for Mayor only if they:
*Write their name on the candidate sign inside Parliament.
*Prepare and give an election speech.

If someone cannot attend the election but still wishes to vote or run as a candidate, they may appoint a spokesperson or submit their vote in advance (they have to know the speech in advance, to have a reason to vote in the first place).

During the election, people gather inside Parliament and the candidates give their speeches. After the speeches, the players vote for one of the candidates.

To vote, a player must:
*Sign the voting book by pressing "Sign" in the bottom-left corner.
*Write a reason for their vote.

Every player is expected to vote.
The candidate with the most valid votes becomes Mayor and receives the [Mayor] title.

Mayoral terms

A Mayor may only serve for two consecutive terms.

A term ends whenever the Mayor's rule ends in any way, including:
*Resignation.
*Being overthrown.
*Leaving the Server.
*Receiving a legitimate permanent ban.
*Otherwise being permanently removed from the position.

There is no separate category of an "unfinished" or "prematurely ended" term.
Even if the Mayor resigns shortly after taking power, that still counts as one term.

After serving two consecutive terms, another person must serve for one complete term before the previous Mayor may return to power.

The Mayor can give someone else his title, which doesn't reset his term count, but doesn't end his term. (The person with Mayor's title doesn't have any obligation to give it back, unless a specific contract has been made. This needs to be solved within a court.)

Secret Elections

They are elections where only people who were already whitelisted when the election was announced may participate.
They may be used after a Mayor has been overthrown and new elections are needed.

Bribing votes

Bribing voters is strictly prohibited.

If a candidate or Mayor:
*Bribes voters.
Or:
*Knowingly accepts bribed votes.

Then the bribed votes become invalid and the Mayor or candidate may lose the Owner's protection.
If the entire election was decided through bribery, its winner loses the Mayor role, title and all special privileges connected to the position immediately.

Overthrowing the Mayor

The Mayor may be overthrown at any time.

An overthrow does not have one exact condition.
The process ends when the Mayor gives up the position, resigns or is otherwise removed from power.

Players attempting an overthrow must continuously oppose the Mayor and search for a way to force him to give up his position.

The Mayor may theoretically refuse to resign for a long time, but the overthrow may continue until he eventually gives in.
The idea behind an overthrow is mainly to remove an incompetent, corrupt or abusive Mayor. A competent Mayor may defend his position through legal means and through the Owner's protection.

Players cannot freely violate any Server rule during an overthrow.
However, objects and structures directly promoting the Mayor's regime may be destroyed, including:
*Flags.
*Political signs.
*Buildings of worship dedicated to the Mayor.
*Propaganda buildings.
*Other symbolic structures representing the Mayor's rule.

The Mayor is not allowed to use commands such as /kill or /ban only to make a legitimate overthrow impossible, unless the players themselves are violating rules in a way that gives him a valid reason to punish them.

If the Mayor permanently leaves the Server or receives a perma ban, he is automatically removed from office.

After a successful overthrow:
*The person or group who overthrew the Mayor may immediately take control.
Or:
*New elections may be held.

Owner's protection

The Owner decides whether the Mayor receives or keeps the Owner's protection.
The Owner's protection protects a Mayor from being easily removed for no reason.

When the Mayor is competent, follows the rules and fulfills his important promises, but players still attempt to overthrow him for seemingly no reason, the Owner may intervene and defend him.

The Owner decides whether:
*The Mayor is competent.
*The Mayor has fulfilled his promises.
*The overthrow has a legitimate reason.
*The Mayor has misused his powers.

The Mayor may lose the Owner's protection by:
*Being incompetent.
*Not fulfilling the important promises made during his election speech.
*Breaking the Server rules.
*Abusing OP.
*Misusing political power for personal gain.
*Failing to perform the Mayor's responsibilities.
*Banning innocent players.
*Using commands to avoid being overthrown.
*Bribing voters or knowingly accepting bribed votes.
*Establishing a dictatorship.

The Mayor is allowed to establish a dictatorship, but doing so immediately removes the Owner's protection and greatly increases the possibility of an overthrow.

Owner's protection does not make overthrowing the Mayor impossible.
The players may still overthrow a protected Mayor, but they must also overcome the Owner's intervention and protection in the process. (Possible in many ways)

Player rights
Player rights depend on the territory in which the player is located.

The Mayor, as the leader of normal Server territory, may decide whether a player has rights there.
A state leader has full control over their own state and may decide whether a player has rights inside the state's territory.

The Mayor can remove a player's rights by sending a message inside the #chat channel on discord, such as:
"Removing player rights of (Minecraft name) @(Discord name)"
After this, the player must receive the "Rightless" Discord role and the [!] title after their Minecraft name.

A player without rights on Server territory loses the normal protections provided by Server rules while under the Server's law.
This means other players may:
*Raid them.
*Spawnkill them.
*Steal from them.
*Destroy their base.
*Damage their property.

A Rightless player:
*May not violate rules back against players who still have rights on that territory.
*May not participate in normal Server events.
*May not run for Mayor.
*May not sue players with rights.
*May only sue other Rightless players.

The Mayor is responsible for making sure the title or role is actually given to them, so other players know about their status.

A state leader decides who has rights inside their own state's territory.

If the Mayor removes a player's rights as an ordinary punishment, a state may still decide to recognize that player as having rights inside its own territory.

The Mayor's decision controls Server territory, while a state leader's decision controls the state's territory.

This means that a player may be:
*Rightless on Server territory.
But:
*Protected as a normal citizen inside a state.

The state's decision does not completely remove the player's Server Rightless status. It only changes how the player is treated inside that state's territory.

A state cannot override the loss of rights caused by an active Server War.

If a state is at war with the Server, its citizens lose their rights according to the Server War rules even if the state leader would normally protect them.

A state's protection also does not automatically restore access to Server events, Mayoral candidacy or other activities taking place under Server jurisdiction, because these do not take place on the state's territory where the player has rights.

States remove player rights in a similar way to the mayor, except it's in the #state-chat channel on discord:
"Removing player rights of (Minecraft name) @(Discord name)"
#No role is given with this removal of rights.

Prime Minister

The Prime Minister, also called the Premier, is chosen by the Mayor.

The Mayor chooses from members of political parties who submit themselves as candidates. The candidate must be from:
*The coalition or one-party government.
*The main opposition party

If a member of the main opposition becomes Prime Minister, the opposition itself does not stop being the opposition.

The political party remains an opposition organization in the same way as the other parties that did not enter the government, even while one of its members manages the government as Prime Minister.

To become the Prime Minister, you must contact the Mayor and discuss the position with him. If the Mayor has created a specific hiring process inside the Government Office, you must use that process instead.

The Premier's term is decided by the Mayor. The Mayor may appoint or remove the Prime Minister whenever he wants. But the Premier MUST change with every political party elections event

The Prime Minister manages the Ministers, Senators and Congressmen.
Senators are under the Premier in the same way as Ministers and Congressmen.

The Prime Minister checks:
*Whether everyone fulfills their functions.
*Whether they need instructions.
*Whether they receive payments, if any are given.
*Whether the different parts of the government cooperate.

The Prime Minister tells Ministers, Senators and Congressmen what to do if they are unsure about their responsibilities.

The Prime Minister may also manage other political or special positions if this authority is given to him by the Mayor or written inside the Congressmen, Ministers book.

The Prime Minister does not have automatic access to the bank barrel.
He may ask the Mayor, Bank Manager or Accountant to provide money for Minister and Senator payments.
The limit for these payments is 64 diamond blocks per four months.

Ministers

Ministers are chosen by the Mayor or Prime Minister. 

Before becoming a Minister, a player must first become a Congressman.

A Minister manages a specific area of the Server.
The exact ministries may change depending on what the current government needs.

To become a Minister, you may contact the Mayor or Prime Minister or use the hiring process placed inside the Government Office.
After becoming a Minister, you must fulfill the function you planned when choosing your area of management.

The Minister's functions and permissions are decided by the Mayor or Prime Minister.
The Prime Minister is normally the main person directing Ministers.

If a Minister, Congressman, Senator, or Premier is unreliable, inactive or doesn't fulfill their function, a vote of no confidence may be called against them.

Their time in power is determined by the Mayor or Prime Minister, with a maximum term of six months.

Congressmen

Congressmen are chosen by the Mayor or Prime Minister.

You may become a Congressman by contacting the Mayor or Prime Minister or by using the hiring process they should have placed inside the upper room of the Government Office.

After becoming a Congressman, you may:
*Remain a Congressman
*Choose an area to manage and apply to become a Minister
*Choose to become a Senator

Congressmen may suggest new rules, changes or addendums.
They are expected to express their opinion when rules are being:
*Added.
*Removed.
*Changed.
*Created.

Congressmen may also help Ministers and the government with projects connected to their area of competence.

Senators

Senators use a similar hiring process to Ministers.

Normally, a player becomes a Congressman first and then chooses to become a Senator.
Senators are chosen and managed by the Mayor or Prime Minister.

They are under the Prime Minister in the same way as Ministers.
Senators work together with Congressmen to approve laws and rules.

For a law created by a congressman's suggestion, it needs:
*The Mayor's approval.
*At least 60% of all Senators.
*At least 10% of all Congressmen.

For a rule created by the Mayor, more than 50% of Senators must approve it.
For a rule to become an official Server rule, at least 75% of Senators must approve it together with the other required approvals. This type of rule does not have "(by Mayor)".

Political parties

A political party is an organization managed by one or more people.
Its purpose is to:
*Give the Mayor ideas for improving the Server.
*Create and promote projects.
*Show that its members are competent enough to fulfill political tasks.
*Provide candidates for Prime Minister and other government positions.

Every political party MUST have a Chairman.

To officially list a political party, its members must place a main party book inside the correct lectern in the Government Office and write the party's name and Chairman on the nearby sign.

The party book must contain:
*The party's name.
*The Chairman and other members.
*The party's main goal.
*Its candidates for Prime Minister.

The party decides how it promotes its ideas, but it may only carry out activities allowed by the Mayor or Prime Minister.
Both the party and the person who gave it permission are responsible for the good or bad things the party does.

Political party elections are held inside Parliament.

The Chairmen of the existing political parties are expected to agree on the election date.
At least half of the existing parties, with a minimum of two parties when possible, must agree on one date.
The Mayor does not normally choose the date alone, but if the political parties are unable to agree on a date, the Mayor may step in and choose the date for them.

Political party elections function similarly to Mayoral elections.
Parties may combine their votes by creating a coalition. If no coalition is formed, the three parties with the most votes enter another vote. The party with the most votes in the second round wins.

Coalition and one-party government

A coalition is created when multiple political parties agree to govern together.

If one party wins without needing a coalition, it may create a one-party government.
The governing party or coalition provides candidates for Prime Minister, Ministers and other political positions.

Opposition

Every party that participated in the election, but did not win first in the election becomes part of the opposition.

The opposition exists to:
*Monitor corruption.
*Hold the government accountable.
*Criticize bad decisions.
*Suggest improvements and alternative ideas.
*Help the government when cooperation benefits the Server.

An opposition party with the most votes becomes the main opposition and is listed inside Parliament.
A member of the main opposition may become Prime Minister without the opposition parties losing their opposition status.

Vote of no confidence

The opposition may call a vote of no confidence against:
*The governing coalition.
*The one-party government.
*The Prime Minister.
*An individual Minister.
*A Senator or another government member if their position allows it.

A vote of no confidence should only happen for a legitimate reason, such as:
*Lying to players.
*Not fulfilling important promises.
*Failing to perform political responsibilities.
*Misusing political power.

The members of the opposition vote individually.

The result is decided according to the members of the opposition who are present at the vote.
If more than 50% of all present opposition members vote for resignation, the targeted person or party loses power.

The Mayor or Prime Minister chooses the date of the vote.
If they refuse to choose a date, the people who submitted the accusation may agree on and announce the date themselves.

There is no single fixed time limit for organizing the vote.
The vote must happen while the accused person or party is still in power.
The longer the accused person has been in government, the more time may reasonably be given to organize the vote.

The accused person or government must first be given an opportunity to explain why they should stay in power.
After that, the present opposition members vote.

If the Prime Minister is removed, the Mayor must appoint a replacement.

If the entire one-party government resigns, the Mayor or all political parties' chairmen must arrange new political party elections.

Political parties may be dissolved if they are inactive or if their Chairman or at least half of their members seriously violate the Server rules.

NOTE: The Ministers, Congressmen, Senators, political parties and Prime Minister are still systems that may be expanded or improved after problems are discovered through actual use.


3.1. Hierarchy
The Server hierarchy is shown on the graph here.

3.2. Various managements

The Server has many gameplay options and public buildings that need their own managers, such as the casino, professions offices, army and bank.

The Mayor may appoint anyone to these positions.
The Prime Minister may also appoint or replace them when the Mayor gives him permission.

General
The General is chosen only by the Mayor.
He manages the Server army.
The General has the complete authority to:
*Organize the Server's military forces.
*Declare Server Wars.
*Stop Server Wars.
*Fight in Server Wars.
*Help organize attacks and defence.

The General does not need separate permission from the Mayor before declaring a Server War, because receiving the position already includes that permission.

The Mayor may still cancel any war declared by the General and may remove the General from the position at any time.
The position is not essential. If no General exists, these responsibilities remain with the Mayor.

Vice Mayor
The Vice Mayor is chosen only by the Mayor.
If the Mayor becomes inactive, the Vice Mayor temporarily manages the Server. He:
*Does not automatically receive OP.
*Does not automatically receive a special title.
*Only receives the permissions given by the Mayor.

The position is non-essential.

Bank Manager
The Bank Manager monitors the bank's finances and lends money or items to players according to the bank rules.
The Bank Manager has permission to open the bank barrel.
The position is not essential.

Casino Manager
The Casino Manager monitors the casino's building space and prosperity. He:
*Controls which machines may be built.
*May remove or refuse unsuitable machines.
*Cannot allow people to (and he himself can't) charge diamonds simply for casino building space.

Professions Manager
The Professions Manager controls the offices, their workers and their payments. He:
*Registers workers.
*Gives the Mayor's orders to workers.
*May also give their own instructions connected to the offices.
*Manages the use of profession spaces.

Every other special position has the following things in common:
*The Mayor may replace the person in charge whenever he wants.
*The Prime Minister may also replace them with permission from the Mayor.
*They do not automatically receive OP.
*They are normally unpaid unless they request or are promised payment.
*They do not automatically change after every Mayoral election.
*Their exact permissions and responsibilities are decided by the Mayor or Prime Minister.

3.3. States and wars

Players who own or are citizens in states may still participate in Server politics and run for Mayor, unless they personally lack the required rights under the territory and situation in which the candidacy takes place.

States can enforce visas on their territory, which means they have to have an option to get it within the Embassy building on Spawn2 - coming soon

States may declare wars against other states.

A person cannot declare war if they don't belong to a state, or their state does not officially exist yet.

Declaring a war happens with one state sending a message in #chat saying:
"@Leader-(their state) @Citizen-(their state) (Your state name) is declaring war on (Their state name)"

The Mayor may declare a Server War against any state.
The Server General has the same authority to declare and stop Server Wars as the Mayor.

The General does not need to request the Mayor's permission before declaring a Server War.

By appointing someone as General, the Mayor is already giving that person this authority.

However, the Mayor remains above the General and may:
*Immediately cancel a war declared by the General.
*Order the General to stop an ongoing war.
*Remove the General from the position.
*Replace the General with another person.

During a Server War, the citizens of the enemy state normally lose their player rights according to the rules of that war.

Wars should only affect the territories and people involved in them. Attacking normal Server territory may cause the responsible state to enter a war with the Server.

The other side must be given a reasonable amount of time to join on the server before they can be attacked.

The waiting time depends on:
*How active the other side normally is.
*Whether they have seen the war declaration.
*How long they have already been inactive.
*If the other side saw the declaration, less time must be given to them. If they did not see it, they receive more time to respond.

The approximate waiting time may be calculated using:
War-message status × activity × 5 hours × 2 (see Land fund)
Example: 2 × 1 × 5 × 2 = 20 hours

Types of Wars:
Normal War = A war between one state and another state.
The states may fight over territory, demands, resources, political disagreements or any other reason accepted by their governments.

The war may end through surrender or by destroying all important buildings belonging to the enemy state.

Server War = A war between the Server and one state.
The Mayor or Server General may declare a Server War.

The citizens of the enemy state lose their player rights for the duration of the war.
Normally, only the Mayor, Server General and Admin Team may fight for the Server, unless the Mayor allows other people to join.

If the state wins against the Server, its leader may become Mayor, while the normal Server rules remain unchanged.

World War = A war in which more than half of all existing states are fighting against each other in some way.
The Server itself is not directly participating.

Server World War = A war in which more than half of all existing states are fighting and the Server is also involved.
The Server may support one side, fight several states or become another independent side of the war.

World Server War = A war between the Server and all existing states.
All states are united against the Server, or the Server declares war against everyone.

Civil War = A war between the citizens of a state and their own state government.

A Civil War may be declared if the citizens dislike the regime, want to overthrow their leader or want to occupy part of the state's territory without creating a separate state.

The rebelling citizens declare war against their own state.
To win, they must:
*Destroy the buildings located in the territory they want to occupy.
*Kill the leader of the state at least once.

If the leader is offline, killing one of their official representatives is enough.
If the state leadership remains inactive for more than two days, the rebels may win without waiting indefinitely.

The purpose of a Civil War is not always to completely destroy the state.
The rebels may instead:
*Replace the leader.
*Change the regime.
*Take control of part of the territory.
*Create a new government.
*Force new elections.
*Remove specific state rules.
*Separate themselves from the existing government.

After winning, the rebels control the occupied territory and may decide whether to continue the original state, replace its government or create a different political system.
A Civil War still only applies inside the state involved. Declaring war and attacking normal Server territory will cause a Server War instead.

Professions are paid jobs that any player may register for. The basic principle is that the amount of work completed = the amount of money earned.

Every profession has its own office containing a book that explains:

* What the worker is expected to do.
* The conditions of the profession.
* How the worker is paid.
* Any profession-specific rules.

The Office Building also contains the larger Professions Manager’s office.

Available Professions

Players may currently register for the following professions:

* Laborer
* Groundskeeper
* Promoter
* Guard
* Attorney
* Teacher
* Librarian
* Spy

Professions marked with an asterisk are unavailable at that time. The Professions Manager is responsible for keeping the list updated. This list is in the offices building, where it is updated more often.

Registering for a Profession

To register:

1. Find the profession you want.
2. Take a registration book.
3. Complete it using the required template.
4. Submit the completed application.

The registration includes:

* In-game name
* Discord name
* Requested profession
* Reason for applying
* Criminal record, if there is anything you think would be important to mention

Being registered does not necessarily mean that the player is immediately hired, but it is very likely that they will be hired. The player must first be selected for the position.

Worker Responsibilities

By registering, the worker agrees to:

* Follow the instructions of their management.
* Make every reasonable effort to complete the assigned work.
* Meet the conditions of their profession.
* Avoid taking items from accessible storage for personal gain.
* Return borrowed equipment in its original condition.

If the worker pauses during paid work, that inactive time is not included in their salary. Alternatively, they may be required to work longer to compensate for the period of inactivity.

Workers may request leave or a work break once per month.

Profession Certificates

There may exist up to three certificates containing the worker’s name and profession:

* One stored by the Office Building administration.
* One owned by the worker.
* One additional certificate for higher positions, such as Attorney or Promoter, stored in the Historical Library or Archive.

Hiring Workers

There is a Discord channel called #worker-hiring

To hire a worker:

1. Make a post in the channel.
2. Include the following information:

What work needs to be completed.
Where the work will take place.
The deadline for completing the work.
How much the worker will receive.
Whether materials are covered, tools will be borrowed, or the worker must provide their own equipment.
Any other conditions or information relevant to the job.

3. The Mayor or Professions Manager will review the request.
4. A suitable worker will be assigned and sent to the employer.

Sources of Salaries

Money used to pay workers may come from:

* The Bank, which receives income from land-plot sales and auctions.
* The Mayor.
* The player, state, business or institution employing the worker. 

Maps and Minigames are an essential part of the gameplay, opening a whole new realm of possibilities by making creative building and map-making possible.

Maps


Map info is inside the map centre and so is the entrance to the Map dimension, where you get creative and you're able to build whatever you want.

To build maps, though, you might need OP. You must request this in the map centre.
The only rules for the map dimension and OP are:

*Don't run commands that would do anything inside the other worlds/dimensions, unless you're in the AT and the circumstances require you to do that
*Before running any commands, check that you know what they do
*Any violation of these rules is a direct violation of the 3rd rule

Minigames

The only things to know about these are:
*Build any game you think could be entertaining and make sure it looks well built

Players may write, publish, collect, borrow and sell books through the Historical Library and Archive.

Books may contain:

*Fiction and player-created stories.
*Server history.
*Stories about players.
*Educational literature and manuals.
*State and political documents.
*Treaties, contracts and other official records.
*Literature in other languages.
*Certificates, titles and degrees.

Writing books can preserve Server history, spread information and make the author known. Authors may also earn diamonds when their books are accepted and sold.

Writing and Publishing a Book

Anyone may write a book and submit it for publication.

Non-fiction books, historical records and official documents must be factually verified. Fiction does not need to describe real events, but it must still follow Server rules.

To publish a book:

*Write and sign the book.
*Verify its information when necessary.
*Place it in the Books to Add barrel.
*Wait for a Librarian, Historian or another qualified person to review it.
*If approved, the book will be added to the Historical Library or Archive.

Books may be rejected if they:

*Contain false historical or official information.
*Are forged documents.
*Exist mainly to insult or harm another player.
*Contain unacceptable language.
*Violate Server rules.

A rejected book may sometimes still be stored in the Archive if it is useful as a historical record and keeping it does not create another problem.

Editing Existing Books

To edit a published book, the author should obtain an editable original from the Librarian or recreate the book themselves.

The edited version must be checked again before replacing or joining the existing version in the Library.

This prevents historical books and official documents from being changed without verification.

Historical Library and Archive

The Historical Library contains the most important books about the Server, its players and its history.

The Archive contains:

*Older books.
*Less important records.
*Books that do not fit the main Library.
*Documents preserved mainly for historical purposes.
*Book requests and books offered for sale.

Books are organized by category and alphabetically. Players should return books to their original locations after reading them.

Incorrectly placing books will result in a fine. Stealing or destroying a book is punished as theft or grief, together with compensation based on the book’s value.

Borrowing Books

Books may be read inside the Library for free.

Some books may also be borrowed and taken outside the building. Borrowed books must be returned within the allowed period.

Depending on the location and book system, borrowing may require a small weekly payment. Keeping a borrowed book for too long may result in daily fines.

Borrowing does not transfer ownership. The player must return the same book in its original condition.

Buying Books

Players may purchase copies of books through the Librarian.

The price usually depends on:

*Genre.
*Length.
*Quality.
*Historical importance.
*Educational value.
*Whether the buyer wants a copy or the original.

To purchase a book, tell the Librarian:

*The title.
*Where the book is located.
*Whether you want a copy or the original if available.

Most sales are for copies, allowing the Library to keep the original and continue selling the book.

Authorship Contracts

An author who wants to earn diamonds from their book should create an authorship agreement.

The contract identifies:

*The book.
*Its author.
*Its genre.
*The price of a copy.
*The optional price of the original.
*The estimated quality of the book.

The price may be determined with help from a Librarian. The Mayor or Owner may appraise the book as well if no librarian is available.

An author may receive between one and eight diamonds when the Library purchases or sells a copy, it may also increase depending on the book’s quality and agreement.

Another type of contract may give the author a share of future copy sales.

The author may also sell the original for a higher price. However, once the original is sold, the Library may no longer be able to create and sell additional copies.

Making Money as an Author

Authors can earn through:

*Selling copies.
*Selling an original.
*Receiving a share of Library sales.
*Writing books requested by other players.
*Producing educational or historical works.
*Creating a book series.

A book series may begin with one publicly available part, while later parts are sold separately.

An author may also publish a short summary and sell a longer, more detailed version.

Writing does not guarantee profit. Earnings depend on the quality of the book and whether other players want to read or purchase it.

Requesting a Book


Players may request that someone find or write a book for them.

Requests are placed in the appropriate bookshelves inside the Archive.

A writing request should include:

*Proposed title.
*Genre.
*Offered payment.
*Whether factual authenticity is required.
*Expected content.
*Approximate length.
*Other important specifications.

A request to find an existing book may also include:

*Author.
*Expected subject.
*Whether the original book is required.
*When or why it was written.
*Other identifying information.

Anyone may accept a request and either locate or write the required book.

Rare, valuable or extremely long requests are placed in the section intended for the most difficult and expensive books.

Librarians

Librarians help operate the system by:

*Verifying books.
*Organizing shelves.
*Managing loans and sales.
*Creating copies.
*Helping authors edit books.
*Pricing books.
*Finding requested literature.
*Protecting important historical records.

When there are not enough Librarians, players contributing books may need to help organize and place them correctly.

Museum - Coming soon along with the change of this gameplay option's name

The Server economy allows players to earn, spend, invest and buy resources through shops, markets, professions, auctions and loans.

Diamonds are the main currency, although players may agree to use other items.

Money earned by the Server from land sales and Server auctions is stored in the Bank and may be used for loans, salaries and public projects, only certain people can use it.

Shops and Markets

Most official shops are located at spawn.

To buy something from a shop, just take the item and leave the listed payment in its place.

Taking an item without paying is theft.

Shop owners may set their own prices, but the prices must remain reasonable. Owners of unreasonable, inactive, unfinished or poorly maintained shops may receive warnings or fines. If the problem is not resolved, the shop may be impounded and sold to another player.

Markets are a smaller, free alternative to shops. Players may use a few barrels without buying a full plot.

Shop Plots

Shop plots are usually marked with red and white carpet and a sign showing their price.

A player may buy a plot through:

*The Land fund.
*The Mayor or Admin Team.

If no plots are available, players may request a new one or mark a suitable area and ask for it to be appraised.

Plots may also be expanded by purchasing nearby land and/or reaching an agreement with the Server management.

Shop plots should primarily be used for... shops. An inactive or improperly used plot may eventually be impounded after its owner has been contacted and warned.

Impounded or abandoned shops may be sold directly or through an auction. Until the transfer is officially completed, taking anything from them is still theft.

Accountant

The Accountant is a special, higher profession located in the Land Fund, not in the normal Office Building. He:

*Appraises land and shop plots.
*Makes sure plots have prices.
*Numbers and organizes plots.
*Processes purchase requests.
*Sells plots.
*Transfers the collected payment to the Bank.

Players may apply for the position in the Accountant area of the Land fund.

The Accountant receives:

10% of the value of plots they appraise.
20% of the value of plots they personally sell.
Other bonuses

Because the Accountant handles Server property and money, fraud results in immediate imprisonment, loss of the profession and a fine.

Auctions

Anyone may organize an auction.

The date must be announced at least two days in advance. Players may bring their own items, while the Server may auction confiscated property, impounded shops, banned players’ assets or other Server-owned items.

An Auctioneer:

1.Presents the item and starting price.
2.Accepts bids.
3.Continues until no higher bid is offered.
4.Finishes the countdown and sells the item.

He also decides which currency or items are accepted.

Payment for a player-owned item belongs to its owner. Payment for Server-controlled property normally goes to the Bank.

Bank Loans

The Bank lends:

*Diamonds.
*Gold.
*Iron.
*Emeralds.

Loans are handled on the second floor of the Bank.

To borrow:

*Write the borrowed amount and date.
*Sign the loan book.
*Get approval.
*Receive the resources.

Loans may be authorized by:

*The Owner.
*The Co-owner.
*The Mayor.
*The Bank Manager.

A player may normally borrow up to 64 items for every month they have played.

The standard interest is:

Two diamonds per week for every borrowed stack.

The Bank may refuse to lend to someone who is unlikely or unwilling to repay.

If a player refuses to repay the loan after approximately five weeks, they will be warned and enough of their property may be impounded to cover the debt and interest.

Players must not access restricted Bank storage without permission.

Private Loans

Players may also lend resources to each other using their own:

*Interest rates.
*Deadlines.
*Currencies.
*Repayment conditions.

The agreement should record the lender, borrower, amount, date, interest and deadline. Information that was never recorded will not be usable in court.

Private loans are managed by the players involved, not by the Bank.

Casino

The casino is not a reliable way to make diamonds, but you can rely on some slot machines to give you other things.

Their principle is simple: Get something random for diamonds, while getting entertained.
Some slot machines may give you non-diamond prizes.

Building a slot machine on the other hand, is a fairly reliable way to make diamonds, at least that is if your slot machine is entertaining enough.

To build one, contact the Casino manager to request a place to build it.

Other money-making methods

Obviously the most common methods are:

*Mining.
*Selling things.
*Doing jobs as specific professions.

But other options arise with your gameplay, such as:

*Charging for playing minigames, slot machines, etc...
*Writing/collecting books into the Historical library.
*Auctioning items
*Buying bases, mystery shulkers etc. on Auctions
*Reselling things bought from Auctions 
*Letting the Server pay you for your work in:
Politics (Minister, Senator, Congressmen and Manager salaries, Mayor's ability to request payments/cuts for certain work he does (as he is a part of the AT and can do so, which is also another option), Making projects for the Server while getting something out of them as well... and so on)
AT management (as mentioned in the previous point)

And many other options, you can make many of them up by using those gameplay options.


Events are organized activities created for players. They may focus on combat, building, exploration, puzzles, parkour, stories or almost anything else.

Anyone may create or host an event. Players may also ask an Operator to prepare one if they want an event to play.

Creating an Event


An event creator should decide:

* What the event is about.
* Where it will take place.
* What the rules and objectives are.
* Whether players need special equipment.
* Whether there will be a prize.
* When the event will happen.

Events should be announced clearly enough for players to prepare and attend.

If the creator is not able to manage everything alone, they may request help from the AT with:

* Building.
* Organizing.
* Teleporting players.
* Commands.
* Resetting the arena if needed.
* Managing teams or scores.

The creator remains responsible for explaining how the event works and making sure the participants understand its rules.

Using the Map Dimension

More complex events may be created inside the Map dimension.

The Map dimension allows creators to use:

* Creative mode.
* Command blocks.
* Approved OP permissions.
* Custom-built arenas and gameplay systems.

This makes it useful for story events, command-based competitions, puzzles, boss fights and other projects that would be impossible to build in Survival.

Commands used for the event should normally remain inside the Map dimension and not affect the normal Survival world. Exceptions can be discussed with the Admin Team.

An event does not have to use the Map dimension. Simpler events may take place in:

* The Arena.
* Spawn buildings.
* States.
* Player-owned locations.
(The normal Survival world.)

Event Prizes

Many events offer a prize to the winner.

Prizes may include:

* Resources.
* Equipment.
* Rare items.
* Collectibles.
* Titles. 
* Another reward prepared by the organizer.

The prize must be obtained legitimately. Items used temporarily during the event may be /given, but the final prize itself can't simply be created through /give.

The organizer should explain the prize before the event begins and make sure it is available to the winner.

Playing Events


To participate, follow the organizer’s instructions and event-specific rules.

Players may be required to:

* Bring their own equipment. (if told)
* Use equipment supplied by the organizer.
* Join a team.
* Complete several rounds.
* Avoid leaving a designated area.
* Follow special combat or building restrictions.

Winning events can provide valuable prizes and help a player build a reputation as a strong fighter, builder, explorer or competitor.

Hosting Events

Hosting a successful event does not automatically provide a salary or direct payment.

Its main rewards are:

* Recognition from other players.
* Experience with organizing projects.
* A reputation as an event creator.
* The possibility of becoming involved in larger Server projects.
* A chance for the event to become part of a Season or Server history.

A memorable event may make its creator more famous than its winner, especially if it introduces an original arena, story or gameplay system.

Events therefore offer two different paths:

*Players may gain prizes, wealth and recognition by competing.
*Creators may gain fame and influence by making events that players remember. 

But creators may charge for playing an event. (Although this is very unrecommended).

The Great Book of Laws explains what is prohibited. Crime and Punishment explains how each rule may be violated and what punishments may follow.

Multiple punishments and rule violations may be combined.

For example, a player who steals, lies about it and refuses to follow the Admin Team’s instructions may be punished for all three violations.

Player Rights

Normal players are protected by Server rules.

These protections generally include the right not to be:

* Stolen from.
* Griefed.
* Spawnkilled.
* Deprived of their property without a valid legal reason.
And so on

Players with rights may also normally:

* Participate in Server events.
* Run for Mayor.
* Use the courts.
* Receive protection from the Server and AT.

Removing Player Rights

The Mayor may remove a player’s rights by making a clear public announcement identifying the player.

The Mayor must also ensure that the player receives the:

* "Rightless" Discord role.
* "[!]" title or another visible identification in Minecraft.

A player whose rights have been removed may lose normal Server protections.

Other players may then be allowed to:

* Raid their base.
* Steal from them.
* Destroy their property.
* Spawnkill them.

A rightless player may not normally:

* Participate in Server events.
* Run for Mayor.
* Sue players with rights.
* Receive the same protection from ordinary Server laws.

A rightless player may still sue only another rightless player.

Rights Inside States

Player rights are territorial.

The Mayor controls rights on normal Server territory.

A state government controls rights inside its own territory and may decide to treat a rightless player as a normal protected citizen while they are inside that state.

This means a state may:

* Protect the player’s property inside the state.
* Allow them to defend themselves there.
* Punish people who attack them there.
* Treat them as an ordinary state citizen.

However, ordinary state protection does not override rightlessness caused by an active Server War.

Crime and Punishment

The Crime and Punishment book works as a reverse law book.

Instead of only stating what players must not do, it describes:

* What counts as violating each rule.
* How serious the violation may be.
* What punishment normally follows.
* How repeated violations escalate.
* What additional punishments may be combined.

The written punishments are generally approximate. The AT or judge should consider:

* Intent.
* Damage caused.
* Previous violations.
* Whether the player repaired the damage.
* Whether multiple rules were violated.
* Whether the victim was compensated.

Levels of Punishment
(in court)

1.Level: Suspended Sentence (Suspension)

It may include:

* A warning.
* A restraining order.
* Repairing damage.
* Returning stolen items.
* Compensation.
* A fine.
* Forced labor for a maximum of two hours.

A suspended sentence warns the player that another violation may lead to prison or a ban.

A "higher suspension" means that another crime may immediately result in a permanent ban.

2.Level: Prison

It may include everything from the first level, together with:

* Imprisonment.
* Forced labor for a maximum of five hours.
* Additional fines.
* Compensation for victims.
* Tasks ordered by the court.

The Prison also contains the Crime and Punishment book so that imprisoned players may read how their actions violated the rules.

The length of imprisonment depends on the rule, severity and decision of the judge or Admin Team.

Prison is different from a ban: the player may remain on the Server but is restricted by the sentence.

3.Level: Temporary Ban

It may include everything from the previous levels, as well as:

* Removal of player rights.
* Forced labor for a maximum of twelve hours.
* A temporary ban of up to twenty days.
* An additional fine of up to thirty-two diamonds.

Removing player rights through a court requires The Mayor’s full approval and his presence during the court.

War Punishments

War-related punishments are theoretically placed between Levels 3 and 4.

They must contain at least one Level 3 punishment and may reach the maximum punishments available under Level 4.

War punishments may concern:

* War crimes.
* Betraying an ally.
* High treason.
* Illegal destruction.
* Refusing the terms of surrender.
* Damages caused inside enemy territory.

Betraying an ordinary ally may result in a minimum thirty-day ban.

High treason against the Server may result in approximately sixty days.

4.Level: IP ban or Permanent ban

It may include everything from the previous levels, together with:

* Forced labor for up to five full days.
* A ban of up to six months.
* An additional fine of up to thirty-two diamond blocks.
* Severe confiscation.
* Extensive repair and compensation requirements.

This level is normally used for:

* Major griefing.
* Serious abuse of OP.
* Repeated criminal behavior.
* Severe war violations.
* Actions that cause damage to the Server or its players.

5. Level: Main Enemy of the Server

Level 5 normally results in:

* An automatic permanent ban.
* IP ban.
* Classification as a main enemy of the Server.
* Public mockery or historical recognition as a griefer.

It is extremely difficult to reach this level through an ordinary court case. It is mainly reserved for the most severe or repeated violations, if they are solved within court in the first place.


Other Court Punishments

Courts may use several punishments depending on the situation.

Restraining Order

A restraining order prohibits a player from:

* Entering another player’s base.
* Approaching a specific player.
* Entering particular territory.

Forced Labor

Forced labor may require the punished player to:

* Repair damage.
* Gather replacement materials.
* Work for the victim.
* Work for the Server.
* Clean or improve Server territory.
* Complete another task.

Maximum forced-labor limits depend on punishment level:

* Level 1: two hours.
* Level 2: five hours.
* Level 3: twelve hours.
* Level 4: up to five full days.

Inactive time does not count as completed labor.

Fines

A fine may be based on:

* The value of stolen items.
* The value of destroyed property.
* Additional court penalties.
* Damage to Server property.
* Time wasted by the victim or court.
* Repeated violations.

A player who starts a court case without a reasonable cause may be fined approximately five to ten diamonds for wasting the court’s time.

Repair and Compensation

A punished player may be required to:

* Return stolen property.
* Replace destroyed items.
* Repair buildings and terrain.
* Pay the victim.
* Pay a separate Server fine.
* Rebuild damaged Server property.
* Remove illegally obtained progress or equipment.

Repairing the damage does not automatically erase the original crime.

Confiscation

The Server may confiscate/impound:

* Stolen property.
* Illegally obtained items.
* Property of long-term inactive players.
* Property used to repay fines or damages.

Courts

Courts are used when a player breaks a rule and another player sues him. It can be a half-broken rule, things considered harassment by the player but not by the Server... 

They are also used after a war ends.

A court does not automatically replace ordinary AT enforcement. Clear rule violations may still be handled directly by the AT.

Requesting a Court

Court requests are submitted using the required template:

* Accused player or players.
* Proposed date and time.
* Discord of the accused player.
* Discord of the person making the request.

The request must be signed.

It may be submitted:

* In the general court-request location.
* Directly in a specific Judge’s office.

The person requesting the court has a duty to ensure that the accused player knows:

* That a court has been requested.
* The proposed date.

If the Judge changes the date, the accused must also be informed of the new date.

Court Decisions

Punishments listed in the books are guidelines rather than automatic results.

Judges are expected to decide:

* Sensibly.
* Fairly.
* According to evidence.
* According to the severity of the case.

Permissions required from the Mayor, AT, Server General or another authority require that person to be present during the court.

Law Degree

A law degree is required to participate in court as:

* A Lawyer.
* An Attorney.
* A Judge.

To obtain one, a player should study:

* General Rules.
* The Great Book of Laws.
* Crime and Punishment.
* All court procedures.

After studying, the player submits an application containing:

* Minecraft name.
* Requested legal profession or sub-profession.
* Reason for wanting the degree.
* Proposed testing date.

The applicant may attempt the exam four times. After four failed attempts, they must wait one year before applying again.

The exam should be conducted by a Judge who is not personally connected to the applicant, with the Mayor or Server Owner present.

After passing, the player receives a law degree and may:

* Work privately.
* Apply for an Office profession.
* Represent clients.
* Continue toward becoming a Judge.

Lawyer

A Lawyer is privately managed. He:

* Finds clients independently.
* Negotiates their own salary.
* Promotes their own services.
* Does not get an office.
* May work as a corporate lawyer.
* May work as a notary.
* May work as a legal adviser.
* May represent a client in court.

A Lawyer may represent a client who is not present on the Server if:

* The client gives permission.
* The Lawyer receives all necessary information.

Lawyers should register their names and sub-professions on the appropriate board or book.

Attorney

Every Attorney is also legally a Lawyer, but not every Lawyer is an Attorney.

An Attorney is employed and managed through the Server. He:

* Has an office in the Office Building.
* Receives cases through the Server.
* Has their salary negotiated or managed by the Server.
* May work as a legal assistant.
* May represent the Server.
* May represent private clients.
* May represent an absent client with permission and sufficient information.

To become an Attorney, the player must:

1. Obtain a law degree.
2. Apply for the Attorney profession.
3. Be accepted into the Offices.
4. Meet the profession’s work requirements.

If there is no available office or position, a player with a law degree may still work privately as a Lawyer.

Judge

A Judge has authority to manage court cases and determine punishments.

To become a Judge, a player normally needs:

* A law degree.
* Strong understanding of rules.
* High intelligence and case-solving ability.
* Experience as a Lawyer or Attorney.
* Several completed or won cases.
* A further examination.

A Judge should not:

* Decide a case because of friendship.
* Punish enemies more harshly.
* Ignore evidence.
* Create unreasonable punishments.
* Exceed punishment limits without the required permission.

Judges’ offices are located inside the Faculty of Law.

A law degree without legal work or practical use functions mainly as a title or proof of knowledge. 

Custom structures generate across the Overworld, Nether, End and Runic Dimension. They range from beginner locations to dangerous dungeons that contain useful loot, maps to other structures, custom enchantments and maybe some unique items.

Some structures are connected through books, maps and progression steps, so exploring one may lead you to another. Prepare before entering the harder ones, because you can easily lose your gear and the Server is not responsible for returning it.

Structure looting is also part of completing the Server, as some advancements, quests and stronger equipment require you to explore them.

These are not considered normal gameplay options, but the Admin Team should be tried out.

Church

At the time of writing this, there isn't one single Church on the Server, nor is there a management of the supposed "main" one.
There is a version of it proposed by UnrealMicikcz12 stored inside the Town Hall, but that is not the official management.

The main Church can be managed by anyone as long as they respect the rule: 1 Church on spawn + 1 Cathedral on spawn. They can't change the whole building's design, nor can they replace it with a different one.

Marriages

Churches have the right to marry two players, no matter the gender, age, anything.

Although it's nice to be married to someone, it doesn't give any permissions, nor are there any conditions for "how a married person should act" or anything.


Admin Team

The Admin Team, as the legal power of the server, consists of roles:

*The Mayor (partially)
*The Owner (or Co-Owner if one exists)
*The Highest Admin
*Admin+
*Admin
*Helper
*Technician
*ChatMod
*Operator
*Builder

You can apply to any position below the Helper when you complete the standard form.

They all have certain rules/policies they have to follow, all of which can be found in the AT building.

You complete this gameplay option by fulfilling your function long enough to get promoted to The Highest Admin who is essentially a "lower Owner".
